The Falepili Community Grants program (the Program) is a competitive, flexible small grants program funded by the Australian Government and managed by the Australian High Commission in Tuvalu. The program invites proposals from AUD $10,000 up to AUD $50,000 that support improved development outcomes for a local community, support the objectives of the Falepili Union, and that complement the broader Australia Tuvalu relationship. Proposals for the Program may cover a period of up to two years.

WHO CAN APPLY / KO OI E MAFAI O FAKAAOGA TE AVANOAGA

The Falepili Community Grants program is available to eligible organisations in Tuvalu including the following:

  • Local NGOs and CSOs
  • Sporting organisations
  • Religious organisations
  • Academic institutions
  • Kaupule
  • Local community organisations (including outer island community organisations), or individuals acting on behalf of a community or group located in Tuvalu for a development related purpose.

The following groups are not eligible to independently apply for this Community Grant funding:

  • United Nations or other multilateral and regional organisations
  • Partner Government (i.e. Government of Tuvalu ministries and departments)
  • Australian NGOs
  • Private businesses
  • Local communities in Australia

ELIGIBLE ACTIVITIES/ ATIAKEGA KOLA E TALIA

The Program funds activities (such a training, services, small-scale infrastructure) that support improved development outcomes for a local community.

This year’s program will favourably consider projects in the following priority areas:  

  • Health and wellbeing
  • Education
  • Gender equality
  • Disability equity,
  • Social inclusion
  • Australia Awards Alumni activities
  • Activities that benefit communities on the outer islands of Tuvalu
  • Activities that have a clear plan for ongoing maintenance costs (if relevant to the proposed activity)

NON-ELIGIBLE ACTIVITIES: / E SE FAKATUPE NE MAUA A FEITU KONEI:

The Program cannot fund activities that have any of the following as the main objective or key focus:

  • Supporting commercial ventures/purposes, for example, funding activities that may be generating revenue with the aim of making a profit
  • supporting ongoing operational costs such as utilities (power, water), salaries, rental of land, purchase and/or operational costs for vehicles or other operational assets such as buildings
  • funding international travel
  • sponsoring a major sporting tournament
  • supporting activities of the Government of Tuvalu
  • promoting Australian interests

Funding and Accountability / Alagasene mo Tiute

Successful applicants will be required to enter into a grant agreement with DFAT and comply with all reporting, safeguarding and accountability requirements.
Recipients may be required to:
  • maintain accurate financial records
  • provide progress and completion reports
  • participate in monitoring activities or site visits
  • demonstrate compliance with child protection, safeguarding and other DFAT policy requirements.
Submission of an application does not guarantee funding.  Applications will be assessed against the published eligibility requirements and assessment criteria, and funding decisions will be made by DFAT following assessment of applications.

Conflict of Interest / Kafai ko isi se Sokoga

Any conflicts of interest could affect the performance of the grant opportunity or program. There may be a conflict of interest, or perceived conflict of interest, if the Department of Foreign Affairs and Trade staff, any member of a committee or advisor and/or you or any of your personnel: 

  • has a professional, commercial or personal relationship with a party who is able to influence the application selection process, such as an Australian Government official or an external member of an assessment committee 
  • has a relationship with, or interest in, an organisation that is likely to interfere with or restrict the applicants from carrying out the proposed activities fairly and independently or 
  • has a relationship with, or interest in, an organisation from which they will receive personal gain because the organisation receives a grant under the grant program. 

You are asked to declare, as part of your application, any perceived or existing conflicts of interests or that, to the best of your knowledge, there is no conflict of interest.

If you later identify an actual, apparent or perceived conflict of interest, you must inform the DFAT Community Grants team in writing immediately.

Applicants must declare any actual, potential or perceived conflicts of interest associated with this application.
